Employers worldwide have increased hiring intentions for the fourth quarter, according to ManpowerGroup Inc.’s (NYSE: MAN) Employment Outlook Survey. Hiring sentiment in the US was strongest globally.

ManpowerGroup’s survey found 59% of the 6,000 employers surveyed in the US expect to add to payrolls in the fourth quarter, 13% expect to trim payrolls and 24% anticipate no change. This represents an employment outlook of 46%. Once data is adjusted to allow for seasonal variation, the net employment outlook for the fourth quarter is 48%. This is up 23 percentage points from the third quarter.

Overall, ManpowerGroup surveyed 45,000 employers in 43 countries for its fourth-quarter report. Employers in all countries reported stronger hiring intentions year over year with 14 reporting outlooks at 10-year highs.

“This recovery is unlike any we have seen before with hiring intent picking up much faster than after the previous economic downturn,” ManpowerGroup Chairman and CEO Jonas Prising said. “As vaccine rollouts gain momentum and lockdown restrictions ease in many markets, we’re seeing sharp increases in hiring optimism reported by employers.”

On the other hand, Prising noted some workers are hesitant to rejoin the workforce amid health and childcare concerns. The survey found 69% of employers report difficulty filling vacancies — a 15-year high for the second consecutive quarter.

“Continued talent shortages mean many businesses are prioritizing retaining and training workers with the skills they need to succeed as the economic recovery continues,” he said.

US hiring intentions were the strongest globally. Meanwhile, Canada is up 40%.

The Europe, Middle East and Africa region reported its strongest quarter since the pandemic began, with positive hiring intentions in 25 out of 26 countries. Hiring intentions improved in all 26 countries when compared with the fourth quarter of 2020 and improved in 20 when compared to the third quarter of 2021. Strongest hiring intentions for the fourth quarter are in the Netherlands, up 40%; France, up 37%; and Ireland, up 34%.

Looking at the Asia Pacific region, the strongest employment outlooks are in India, up 44%; Taiwan, up 21%; and Japan, up 16%.
